I applied and was contacted by a recruiter via email to set up a phone screening. I replied to the email within 2 hours of receipt, but did not hear back for a week. Before my last proposed time slot was about to expire, I wrote another email with my updated availability; still no answer. After all my proposed time slots have expired, the recruiter finally responded to re-schedule and did not confirm the time until the day of the call. I understand that things can get really busy, but replying to candidates' emails on time should be a common courtesy, even if it's just a quick note saying that you are too busy and to look for a detailed response later. Unfortunately, this kind of behavior seems to be really common among HR in the Bay Area companies now....
