The process is: they will lie during Skype interview that they will do your work permit in 3 weeks to get your consent quickly. But actually they will try to nail out problems in your documents to buy time say 3 months to see your performance.

Interview via skype is like an introduction only. They should be honest to mention that they need to see the teacher for a while (probationary period) and get some revenue coming in from the schools before applying for work permit rather than trying to find out issues in an existing set of documents ready to submit.
