Ecological interview questions

I got a call soon after submitting my resume. This was a short phone screen (about 15 min). The in person interview was scheduled for a few days after my first call. I was interviewed by two people. The questions were standard behavioral interview questions. Both the phone and in-person interactions were friendly. The second interviewer made it seem like I was a top candidate at that point and they just needed to run things by the higher-ups. They said I would definitely get a second interview. Though they said they would contact me in 1-2 weeks, I never heard back. I kept checking in every week after that but my emails went unanswered. My phone calls were received with tone of annoyance. Though they had said they would get back to me in 2 weeks maximum, I did not hear back until 2.5 months later with a rejection email.
