The company is struggling to find it's identity. Teeters between trying to improve for business vs improving to look good to prepare for a sale. Upper management stuggle for power within themselves providing conflicting priorities to the organization. This makes it difficult to grow and be recognized for excellence when the target is always moving. The company is cyclical in that it will have a stable workforce and then suddenly have a mass exodus of experienced people.
