Great work-life balance but constant layoffs create anxiety

Great work-life balance Flexible time off. I've never had a PTO request turned down or questioned. Company has always shown that they prioritize the employee's work-life balance. Benefits are industry standard Lots of resources available for medical assistance and mental health
Cons
So many waves of layoffs. The past year or so have been survival mode from an employee's perspective. It seemed like every couple of months there's another wave of layoffs. Everyone's main objective is to not rock the boat and survive the next wave. Which is incredibly stressful. After most of the engineering org was laid off, everyone mostly keeps to themselves. This results in silos and no one really knows what's going on with other teams or parts of the company. Everyone is just focused on doing what they're asked. So much so that there's a general atmosphere of anxiety that if we step away from it, we will be let go. Not really much room for growth or innovation since the only objective right now is "do what you're told". Anything else creates anxiety around being let go. Pay is no longer competitive. Raises are negligible, even on promotions.
