No consistency in salary or pay grade levels for same job within the same department HR (not the manager) makes the decisions on people pay and it typically appears to be based on whether or not they like the person, not the person's performance or capabilities. Many decisions are made in Germany and we have little voice in what happens. Favoritism runs rampant throughout the building.
