Hard to get fired for any reason - dead wood accumulates. People not leaving and little upward mobility at the higher levels creats significant logjams for entry level managers. People get frustrated and buy into the no change attitude - sucking up the benfits till they retire. Union pay scale so high that there are secretaries working for 10 years that can make $5,000 more than front line managers and they are eligible for overtime pay (which they can get if they are aggressive regardless of the need).
