Favoritism, bullying by one of the supervisors, owner and other management turn blind eye because the supervisor is/was valuable in other areas, even though supervisor lacked honesty, integrity, genuine compassion, people skills, management, professionalism and tact. In addition she drove many employees out of the company including her manager.
