Current dept promotes based on education, not experience and the education doesn't fall in the same category as the position the employee is supervising. Lack of communication and organization. Cart before the horse is the norm for a day to day workload. Leadership does not reply to emails nor communicate necessary information to staff then is upset when plans don't go as they expected.
