Poorly motivated staff and ineffective management. Only in Switzerland would you have two ATC centres, just because there are two main languages ( four counting Italian and Romantsch). Skyguide has good budgets and an interesting field in which to work but completely fails to deliver, with split loyalties, apathy and self entitlement to the fore. Roll on automated ATC systems, sack them ALL.
