Way to much labor compared to other districts

Facilities are nice, pay and benefits are good for a organization of its size approximately 500.

Poor management and leadership, poor dysfunctional structure, process and procedures. Not a place to go for structure and best practices. Very clickish environment especially amongst management. A lot of bureaucracy.
