Can only speak of the viewpoint of HPC the HPC project. But there are a lot of people that are overstressed and overburdened with work. Lots of departments are run with 1 or 2 people but they're doing the work of 8-10 people. Senior managers are leaving left and right. It feels like Brookfield is penny pinching and micromanaging various areas when HPC can't run their operational assets properly. There is zero flexibility in WFH and refuses to change their policy. Managers are having issues hiring people due to this and are missing out on hiring the best people.
