If you didn't know about the REPATRIATION and RELOCATION allowances during your negotiation of the contract, you won't get it later. HR won't tell you about it, because HR is not there for you... it is there to protect the company.
There is nothing they would like to do to keep you working as a consultant. It doesn't matter if you worked +80 hours a week during your 3 years, if you were the best in the area and they don't have a position to offer you, they cannot keep you working.
If you find a staff position in another division, it is quite difficult to get it, people HIRE people who are recommended or they trust.
