Management is not a meritocracy. Long terms staffers are given roles they are know not to be suited for in attempts to make them resign rather than to be made redundant (with an expensive pay off). This leads to cliques and an awful situation where not only can you not trust anyone but you can't whistleblow except to the MD, a situation I saw turn sour and lead to that person being frozen out. It's genuinely not the worst place to be if you've happy ambling along without asking questions but if you have an ounce of get up and go or try to improve things, you might as well hand your notice in on your first day They will promise everyone the same promotion then hire from outside
