As is typical in government organizations, often bad behavior is tolerated simply to avoid confrontation. The job-for-life culture exacerbates the problem to a great extent. I found the 'Inclusion' and 'Diversity' brigade, set loose upon unsuspecting employees, utterly insufferable, despite being a person of color. In the name of 'diversity' and 'inclusion' they stifle free speech and seek to snuff out any semblance of diversity of opinion. Not a good place to work, unless you want to be surrounded by drones stepping into line, with every dictate from the 'diversity' brigade.
