Internal IT team is not good, even though there are recent changes, but new people joined who are loyal to Contracting companies and Contractors, especially people are at VP/Director levels
To HR -> try to get feedback on continues basis through emails especially for Internal IT and Internal Apps team, so that you will get correct feedback, rather than half yearly feedback
Even though people give constructive feedback, nothing happened so far
Try to train VP/Director/Manager level people on how to behave with employees
