Pros
If you're local, it's nice to not have a long commute. In general people are friendly. Working for local government lets you feel like you are helping the community somewhat.
Cons
Sometimes there is too much gossip and favoritism. Deserving people frequently get passed up for promotions in favor of people who are friends with the hiring staff member. It seems the people who work the hardest get dumped on and the people who just do their regular jobs get rewarded.
