HR does not say "no" to the business when a request, from a system perspective, is simply impossible OR would translate into endless hours of work by its employees to accomplish. Instead, they pile more and more onto the staff and expect to NOT have turnover. Due to EEO regulations, the HR dept is run from a CYA mode of operation. You spend more time documenting why you are / are not doing something than actually doing it.
