There are no requirements to become an IT in the navy other than pass the ASVAB. Graduate from bootcamp and then graduate from A school. After that, it's pretty straight forward to advance.

Application
I applied online. I interviewed at US Navy (Washington, DC)
Interview
60 min, with about 6 questions. Questions e-mailed ahead of time. Plenty of time to respond. Questions were very simple, then time for my questions. It was difficult to tell what they really wanted. My experience is that the Navy hires insiders most of the time.
