Every interview has three panel members - the hiring manager, a job expert (someone in a similar role or who understands the role) and an independent person to help from a broader perspective. They have a generic base of questions similar to heaps of other public and private services. Then they have job-specific ones that very predictably follow the exact selection criteria. They all have the exact same sheet of paper with all of the questions listed and a box where they fill in comments and give overall numbered scores on your responses. At the end of the process, they take all interviewees scores and compare them to each other and make a recommendation to the hiring manager's manager for approval. Then the role is offered.
