About a month later I had a 30 minute phone interview with the district's talent acquisition and development manager, who invited me to an interview at the district office. The night before the interview I had dinner with other candidates and about 8 employees from various projects in the area. The next day started with a project tour, and then went to the district office for the interview. It was round-robin style, with 4 interviewers instead of the typical 5. The interviewers were all higher level district management. Each interview was about 20 minutes. After the interviews an employee went through a presentation explaining more about the company and the benefits package.
I received a rejection letter in less than 24 hours, so at least they make quick decisions if they don't want you.
