They place an add on Craigslist, or other sites with contact info. You call the number and set up an interview. They hire everyone pretty much. The only people they wouldn't hire are people they feel are too educated. During the interview they do a visual inspection to see if you are in good enough condition to climb up a 35 ft ladder, and carry a 90 lb ladder about 100 ft. After you are hired you are sent to LA for safety training in LA for 1 week, you are paid minimum wage, and fuel is not covered. After you pass the safety training, you continue training with a tech in the field for about 2 months, being paid minimum wage. Then you receive your vehicle and tools and are again sent to LA for what techs call "hell month" for further training in the slums.
