California Maritime Academy interview questions

Poor, misleading, communication throughout several rounds of interviews. I made it clear what my salary requirements were (several times). After several months I was made a low-ball offer via phone and when asked for written offer and discuss the contracted salary for role was told I was over qualified and the offer was rescinded. Very unprofessional for a higher education institution.
