after working for ACS for 5 years, I applied for a position in leadership. The manger opened a book with behaviorial questions and proceeded to read straight from the book. I was only asked 4 questions, and not one was related to my experience or performance in my current position. The questions were your standard vague questions. ACS only promotes on how well someone does in the interview and doesn't even use performance information when its available. I was even told I interviewed exceptionally well.
