The entire organization is made up of silos of business units that ultimately do not work together or communicate. Sales will make a guarantee without discussing the feasibility of delivering that good or service with either the delivery manager or the business unit. They rely on CA tools heavily but their offshored development team is impossible to work with. The management of the tools business portion makes commitments that he never delivers on, or is abrasive at best with both the delivery team and the client.
