Pros

You can end up with good coworkers and a good manager, and all will be worth the lower salary. But, you could also end up on a team with coworkers that don't pull their own weight, a boss that does not communicate or is not a good manager, or a team that churns a lot of drama, office politics, and government bureacracy. Some IT people have the option to wfh 2 to 3 days a week or work a 9/80 schedule with one day off every other week. 12%+ of your salary is automatically deducted and placed in the AZ State Retirement system (this could be a pro or a con, depending on how you see it). Holidays off with 2 floating holidays a year.

Cons

Very low pay vs industry standards. If you work downtown, cost to park in garages adds up to nearly $1,000 per year, deducted from your paycheck. Health insurance not the best (Aetna), Vision benefits are terrible Little to no chance to move up or get promoted. Lots of government bureacracy, and some favorite employees that get away with doing less work, are never disciplined, and will never leave No bonuses During hiring freezes, some worry about getting laid off or ending up doing the work of 2 people.
