Cons
The managers of software development will throw everyone under the bus when answering to the Partners. The workers of software development have no HR or upper management communication (there is no HR department) and therefore are the excuse for the mismanagement of resources including both people and hardware. Because of the lack of management, work can come from anyone, isn't prioritized and isn't managed which can create confusion and friction between software developers and all the Project Managers, the invisible CTO and even themselves. It also creates a lot of wasted work and time.
