Set hours (if not professional), many dedicated professionals, guaranteed salary, interesting and important work, paid government holidays, opportunity to make a difference in health of nation and world.
Cons
Too much bureaucracy, professional staff underpaid, impossible to fire incompetent employees, bad career employees get promoted to management because good people get frustrated and leave, awful office conditions.
