Not all of KC's agencies offer the advantages that help gov jobs compete w/private sector - such as telecommuting or job-sharing / part-time salaried positions. This is a real missed opportunity. The County should really look at offering job-shares (like other local governments) which would interest good candidates who need steady employment but not full-time (like parents w/younger kids). They also don't apply telecommuting and reduced-hours schedules across the board. KC has a policy to encourage telecommuting, but managers/supervisors are allowed to apply this policy how they see fit - which sets up a situation where you get flexibility depending on your manager, and directors who don't want to deal w/tailoring these situations by individual employee performance just unilaterally oppose them and no one gets to. Another missed opportunity. Plus, it feels like no one in leadership has their eye on change management. the latest employee survey people said they knew employees had "initiative fatigue" but there's little evidence anything is being done about managing the amount of changes rolled out - or prioritization of work.
