Like all utility companies, HU can seem so. It's frustrating for people who have come from private enterprise. But there is an essential difference in mission. Unlike most private concerns, HU must not fail. The electricity service, the gas service, the water service must be assured. Empty shelves are not allowed. So the base capacity has to exceed that of a profit-maximizing concern.
