Transparent salary scales, the wrong people may be on the wrong salaries, but at least you are not as isolated as the private sector.
Cons
The rise to the top depends on your abilities to bull, bully or hide. Some genuinely headscratching promotions. People have been there for literally decades, so think the next job vacancy was specifically written *for them*, then get awkward or devious when beaten to the punch. If you land in an office and are considered an outsider or a risk to their promotion you may be ignored for months (happened to me twice). Strange building, strange culture. HR are viscous, for example handing out redundancy notices on the last working day before Christmas, how does that sound?
