Monarch Partnership interview questions

I did a phone interview with one of the employees there and he was very not professional. It was an online interview and he never turned on his camera but I had to turn on mine. During the interview, I barely heard his voice. I guess he was outside or opened a window. There was a background noise like a vehicle sound.
