Pros
Great development and utilization of IT solutions, considering it's a state agency. Good customer service (on-line access to tax filing and other tax-related activities, responsive call center). Performance-based procurement helps keep consultants and contractors focused and makes more efficient use of taxpayer dollars.
Cons
It's state government, so it's tough to get rid of poor performers. Many middle managers are incompetent because they're former techies who were good at tech and were promoted into management to reward them with a higher salary. Unfortunately, not all good techies make good managers. Also, this is the first place I've worked where I was religiously proselytized on the job, more than once (it's a fairly conservative culture overall). Pay is sub-par for the industry.
