The company org structure is a joke. Marketing dictates R&D and drives R&D decisions but takes 0% of the liability associated with decisions. Don't expect to be promoted or get a raise even if you're a high achiever. Management will find some excuse to pass on you. It doesn’t help that there are many complacent coworkers that would just sit around and do nothing because they know nothing will happen to them for poor performances. This leads to a handful of employees taking 90-99% of the workload. Baxter can be summed up as "where creativity goes to die" and "keep things floating if they barely work". If you're an engineer, I would stay away from Baxter and try to find employment elsewhere.
